With reference to my numbered despatch of to-day's date on the subject of the Họng Kong ästimates fər 1927, I have the honour to observe that the fin«ncing of the Shing Kun Scheme as propound will only love the Colony a margin of about $500,000 wherewith to meet urɗerovom expenditure in 1927. This margin

is very small, and may not, I fear, be sufficient, and

I should be glad if you would sarutinise the position

and report fully on it at the end of each quarter when

forwarding the periodical returns of revmue and

expenditure, I should also be glad if you would consider

very confidentially beforehand what drastic reductions

of expenditure sould be made in 1938 if the position

remains adverse throughout the present year.

2. I do not observe any reference in the

Estimator to the Trade Loan. As you are aware, in the

normal course entries in respect of the sume bar rowed

and lent should appear on each side of the statement

of Aguetu and Liabilities and provision should be made

in the body of the Xạtimates for the intareat payable

and receivablet and I should be glad to learn what

special ressons exist for mot followinɛ, the ordinary rais

in this matter.
